A Mandatory Furlough at SC State University

S.382 would allow the agency head of South Carolina State University to impose mandatory employee furloughs of up to 20 working days per year in the next two years. This is no doubt an attempt to reduce spending and restore something of a fiscal balance to SC State which has mismanaged its finances to the point it was given a bailout loan by the State Budget and Control Board.
