Amending House Rules to Allow Leadership PACs
H.3077 is an attempt to delete newly added language to the House Rules which prohibits House members from establishing leadership PACs. Leadership PACs allow public officials to fundraise outside their own campaigns and donate this money to other candidates and public officials. This practice enables select officials to accumulate a large degree of influence over their colleagues. Prohibiting these entities by rule was a needed reform to help prevent powerful House members from effectively buying the support of, or threatening other House members by the tactical use of campaign resources. This bill is a step back towards more concentration of power and more corruption.
