Concession Stands Operated by the Commission for the Blind Must Only be Worked by the Visually Impaired

S.922 would prohibit the subcontracting of work done at concession stands operated by the Commission for the Blind to anyone who is not blind or who does not have a severe visual disability. This restriction would help ensure that this program only benefits its intended beneficiaries (the visually impaired) and prevents other from taking advantage by having a blind or visually impaired individual operating a concession stand in name only. Similar state programs like the Disadvantaged Business Enterprise program, have been taken advantage of to benefit individuals other than the minority groups they were intended to help.
