Prohibiting Mopeds on Public Streets

H.3003 would forbid the use of mopeds on any public highway or street in South Carolina. Currently mopeds are a relatively low cost means of personal transportation for South Carolinians. Mopeds may not be suited for highway travel but they are a viable transportation option for many citizens in urban areas who may not have the financial resources for a larger motor vehicle. Banning the use of mopeds on public streets will deprive many citizens of a valuable tool that provides them transportation to work or school, or simply makes running their daily errands easier. This restriction would harm citizens and our larger economy by damaging the moped businesses, and lowering the productivity of those who may currently depend on mopeds for travel.
