S. 186 would attempt to do an end run around federal legislation regarding incandescent lightbulbs by declaring that lightbulbs manufactured in South Carolina without “significant” parts from out of state are considered to be produced entirely within South Carolina and thus immune from interstate commerce regulation. Unfortunately, the U.S. Supreme Court has found that nothing is immune from interstate commerce regulation, even products produced entirely within a state.
